Biography

For more than 20 years, Toni Citera worked at Jones Day as an Associate and then Partner. During her time at Jones Day, she represented companies in high-stakes civil and criminal investigations and litigation, with a focus primarily on the pharmaceutical, life sciences, and health care industries. She litigated and counseled clients in matters involving the False Claims Act (FCA), the Anti-Kickback Statute, the Food, Drug, and Cosmetic Act, RICO, and statutory and common law fraud, including seven years representing Celgene, as outside counsel, in United States ex rel Beverly Brown v. Celgene Corporation, a qui tam investigation and later litigation alleging off-label promotion and kickbacks.

In 2017, Toni joined Celgene as its Chief Compliance and Risk Officer, where she reports directly to the Chief Executive Officer and sits on the Executive Committee of the Company. In her role as Chief Compliance and Risk Officer, Toni is responsible for developing, monitoring, and maintaining the company’s global compliance program, as well as overseeing the company’s risk identification and mitigation activities to improve overall business performance of the organization.

As both Chief Compliance and Risk Officer, Toni is a genuine partner to the business, playing a critical role in policy and business decisions to enhance the company’s culture of compliance and risk awareness.
